NOTICE IS HEREBY GIVEN, that the County of Ontario will receive sealed bids for the Phase II
Rehabilitation of Culvert Road 25, Sta. 1+22 to 71+95. Such sealed bids must be filed with the Ontario
County Purchasing Director, 20 Ontario Street, Canandaigua, New York 14424, PRIOR TO 3:00 PM
prevailing time, Tuesday, March 5, 2024 at which time the bids will be publicly open and read via Webex
meeting.

Bid forms, Drawings, and Specifications may be obtained at the office of the Ontario County Purchasing
Director at the above mentioned address only (Telephone: (585) 396-4442). Hard copies will be available for
a refunded deposit of $100.00 for the first set only (U.S. FUNDS). Electronic version will be available for a
refundable deposit of $50.00 for the first set only (U.S. FUNDS). Bidders requesting additional sets of
documents must submit a separate non-refundable check for $100.00 per each additional set of documents.
Checks shall be made payable to the Ontario County Treasurer. No bidder shall receive documents prior to
receipt of a deposit by the Purchasing Department. No bids shall be accepted from a vendor not submitting a
deposit. Bidders requesting arrangements other than U.S. Mail shall be responsible for making such
arrangements and all associated costs. Deposits must be a check or cash, no credit cards are accepted or copies
of checks.
Each bid shall include Bid security in the amount of five (5%) percent of the total bid offered by the bidder.
Said bid security shall be in the form of a certified check, bond, or irrevocable line of credit and is required to
be included with the bid submittal.
Note: The County of Ontario shall not be held responsible for the completeness or accuracy of any bid
documents received by a bidder that were not directly issued to that bidder by the Ontario County Purchasing
Department.
Any bidder submitting a bid based on incomplete or inaccurate information resulting from documentation
received from any third party shall not have cause for relief from award or completion of a contract in
accordance with the official documents on file with the Ontario County Purchasing Department.
It is HIGHLY suggested that all bidders interested in participating in this bid, contact the Ontario County

most accurate and up to date material concerning this contract.
The County does not offer or supply anyone the list of people that have obtained a copy of these bid
specifications or cost estimates for the project prior to the opening of the bid. NO EXCEPTIONS ARE

Project Scope
Work under this contract will include County Road 25 Rehabilitation in the Town of Manchester and
Phelps from NYS Route 96 to approximately 600’ west of the intersection of Smith Road and County
Road 25. The work on County Road 25 will consists of replacement of cross culverts, installation of road
underdrain system, installation of storm sewer, granite curb, driveway culverts, milling of bituminous
pavement, heater scarification and asphalt paving. The project also includes the realignment of the Outlet
Road and County Road 25 intersection, (600 feet of total reconstruction).
The Contractor’s attention is called to the close proximity of utilities at the project site.
The scope of this work includes, but is not limited to the following:
q Provide, maintain, and remove temporary erosion control measures
q Clearing and grubbing highway right-of-way and work area
q Maintain and protect traffic for the duration of the project in conformance with NYSDOT and
MUTCD requirements
q Preserving, maintaining and relocating existing signs
q Locating, preserving and protecting existing utilities at all times
q Maintain stormwater flows
q Remove existing culverts
q Install new culverts and backfill
q Drainage improvements
q Installation of granite curbing
q Construction of embankment and cut slopes
q Reconstruction of County Road 25 and Outlet Road intersection
q Cold mill pavement & rebates between existing and proposed pavements
q Heater Scarification of pavement surface
q Construction asphalt pavements and shoulders to the line and grades shown on the Contract
Documents
q Laying out and applying permanent pavement markings
q Placing shoulder backup material to the proper lines and grades
q Installation of guide railing systems
q Restoration of all driveways and property disturbed by construction
q Turf establishment
q Incidental work necessary to completely and satisfactorily construct the project
The Work includes all labor, materials, equipment, transportation, disposal, and performing all work in
accordance with these Contract Documents, technical specifications and plans, as ordered by Engineer.
