NOTICE IS HEREBY GIVEN
that the County of Ontario will receive Proposals Pre-employment Psychological Testing (R23087). Such proposals must be filed with the Ontario County Purchasing Director, 20 Ontario Street, Canandaigua, New York 14424, on or before 4:00 PM prevailing time, November 22, 2023.
All questions pertaining to this RFP shall be forwarded in writing to the Director of Purchasing at the address shown above.
Ontario County reserves the right to reject any or all proposals.
SECTION 1- INTRODUCTION
Ontario County through its Human Resources Department, and the Ontario County Sheriff, (“the County”) are requesting proposals from a doctoral level, New York State licensed psychologist for purposes of developing and administering psychological testing and assessments of Ontario County Civil Service Law Enforcement Officer candidates prior to initial employment, re-hiring, and possibly prior to transfers or lateral appointments. The testing and assessment must involve a written assessment of candidates, an interview with candidates, and a written report of findings, all of which must be in conformity with the standards enumerated in the New York State Municipal Police Training Council’s Guidelines for the Use of a Public Safety Psychology Examination. Licensed Psychiatrists may also apply pursuant to the provisions enumerated in these same guidelines.
The testing entity shall provide professional and technical services to produce materials, procedures, and reports that will satisfy professional standards and prevailing guidelines in the field of personnel management and selection. The testing instruments and procedures must conform to Title VII of Chapter 42 of the United States Code, the Uniform Guidelines on Employee Selection Procedures, and the Americans with Disabilities Act. To this end, the testing procedure must be free from non-job-related factors which might function as biases against any group on the basis of race, color, religion, sex, sexual orientation, gender identification, veteran status, age, national origin, or any other classification protected by law.
Testing will begin in 2024 upon award of a contract to the successful vendor by the Ontario County Board of Supervisors.
