NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN, that the County of Ontario (the “County”), will receive sealed bids for
Bid #B24015 - Renovations to the Human Services Building at 3010 County
Complex Drive. Such sealed bids must be filed with the Ontario County Purchasing Director, 20
Ontario Street, Canandaigua, New York 14424, PRIOR TO 2:00 PM EST ON JANUARY 11, 2024 at
which time said bids will be publicly opened and read.
There will be two (2) pre-bid meetings and site visits held on December 20, 2023 and January 4, 2024 at
10:30 AM. Said meetings will start at the Front Lobby in the Human Services Building at 3010 County
Complex Drive, Canandaigua, New York. All interested parties are strongly urged to attend. These will
be the only opportunities to view the site.
Bid forms and specifications may be obtained at the office of the Ontario County Purchasing
Director at the above mentioned address only (Telephone: 585-396-4442). For a refundable deposit
of $100.00 for the first set only (U.S. FUNDS) specifications and plans will be available in CD or hard
copy. Bidders requesting additional sets of plans must submit a separate nonrefundable check for$100.00
per each additional set. Checks shall be made payable to the Ontario County Treasurer. NoBidder shall
receive specifications prior to receipt of a deposit by the Purchasing Department. Biddersrequesting
receipt by other than U.S. Mail shall be responsible for making such arrangements and all associated
costs. Bids will only be accepted from registered plan-holders with a deposit on-file.
Each bid shall include a bid bond in the amount of 5% of the total bid offered by the vendor. Said bid
bond shall be in the form of a certified check, bond or irrevocable line of credit and is required to be
included with the bid submittal.
NOTE: The County shall not be held responsible for the completeness or accuracy of any bid documents received by a vendor that were not directly issued to that vendor by the County Purchasing
Department. Any vendor submitting a bid based on incomplete or inaccurate information resulting
from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with the County Purchasing Department.
It is HIGHLY suggested that all vendors interested in participating in this bid, contact the County
Purchasing Department directly at the above address or telephone number to assure they have
received the most accurate and up to date material concerning this contract.
The County does not offer or supply anyone the list of people that have obtained a copy of these bid
specifications or cost estimates for the project prior to the opening of the bid. NO EXCEPTIONS
ARE MADE TO THIS POLICY.

Project Scope
The Work of Project is defined by the Contract Documents and consists of the following:
Work includes renovation of the interior space of the Human Services Building located at
3010 County Complex Drive, Hopewell, New York to accommodate programmatic
operations, retrofit and updating of the existing MEP systems,, incorporation of an
automatic sprinkler system, complete roof replacement and other Work indicated in the
Type of Contract:
Project will be constructed under a lump sum Single Prime Contract, inclusive of but not
limited to all site/civil, structural, architectural, fire protection, plumbing, HVAC and
electrical work. See Article 1.12 and 1.13 of Section 011200 Contract Summary of Work
for a description of work included under this contract and for the responsibilities of
Contractor
PHASED CONSTRUCTION
A. Construct the Work in phases, with each phase substantially complete as indicated on the drawings and in the specifications.
1. Phase 1A (Enabling Phase) Construction of temporary barriers, receptions areas, toilet
rooms, security, electrical and plumbing facilities as needed for the Owner to temporarily
occupy the space.
a. Phase 1A (Enabling Phase) must be completed within forty-two (42) calendar
days from Notice to Proceed.
2. Phase 1: after completion of Phase 1A (Enabling Phase) and Owner occupancy occurs,
work within Phase 1 work area will commence. Allow twenty-one (21) calendar days for
the Owner move-out and relocation starting twenty-eight (28) calendar days after the start
of the Phase 1A Enabling Phase.
a. Phase 1 must be completed and turned over to the Owner for occupancy within
three hundred sixty (365) calendar days from commencement of work on Phase 1
3. Phase 2: after completion of Phase 1 and Owner occupancy occurs, work within Phase 2
work area will commence. Allow twenty-one (21) calendar days for the Owner move-out
and relocation starting upon final completion of Phase 1.
a. Phase 2 must be completed and turned over to the Owner within three hundred
sixty (365) calendar days from commencement of work on Phase 2.

Each BIDDER must submit with its Bid, the Project Labor Agreement List of Subcontractors in a
separate sealed envelope plainly marked as to its contents. Failure to submit this form correctly may
result in disqualification.
