All bids shall be delivered to a Business Office employee at Orange County Community College (OCCC, aka “The Owner”) Purchasing Department, 115 South St, Orange Hall Rm 220, Middletown NY 10940 before 2:00 P.M., prevailing time on Thursday, June 6, 2019. At 2:00 P.M., prevailing time, received bids shall be publicly opened and read aloud. Late bids will not be accepted and will be returned unopened.
There is a recommended Pre-Bid Walk-Through and Site Visit on Tuesday, May 28, 2019 at 10:00 AM. Bidders shall meet at Horton Hall Conference Room (GPS: 22 Grandview Ave, Middletown).
This project will be for the installation of 42 motors and pumps with motors primarily installed as part of the existing HVAC equipment. These motors and pumps with motors have already been purchased and are in possession/located in storage by OCCC Facilities and Maintenance Department. This bid is for the installation of these motors and pumps with motors. The bidder will be responsible to move these motors and pumps with motors to the replacement site(s) and return the removed equipment back to the Facility Maintenance Department, as directed.
The bidder shall be responsible to install new gaskets at each pump. The bidder shall be responsible to install new belts at each motor. Belts will be provided by OCCC Maintenance staff. Adjustment of belts shall be by bidder. Lubrication of all new motors and pumps with motors shall be by the bidder.
Prior to the actual installation, the bidder shall examine each motor and pump with motor and shall verify that the new units were properly fit. The bidder shall report to the maintenance supervisor the size and condition of the belt(s), vibration isolators, pressure gauges, valves, and any other appurtenances at that location. OCCC maintenance shall provide the bidder with any of these items needed to be replaced at the same time as the motor or pump with motor replacements.
The bidder shall work closely with OCCC personnel to make sure that at the completion of each replacement that all new motors and pumps with motors are operating correctly. Refilling of any water or water/glycol mixes shall be the bidder’s responsibility. Verification of rotation and adjustment of belts shall be the bidder’s responsibility.
At the completion of each motor and pump with motor replacement, the bidder shall have OCCC personnel witness operation and approve installation. A list of all pumps and pumps with motors are attached and labeled as Appendix I.
Specifications and Contract Documents for the proposed work are on file, publicly exhibited and may be obtained at Fellenzer Engineering, LLP, 22 Mulberry St, Middletown, NY 10940, (845) 343-1481, in person or by mail beginning Thursday, May 16, 2019. The Contractors shall leave their names, phone numbers, email and correct mailing addresses upon receipt of the plans and specifications.
- Copies of the Bidding Documents may be obtained upon payment of $50.00 per set, by certified check or money order, non-refundable, payable to Orange County Community College. Partial sets will not be issued.
- If Bidding Documents are to be mailed, enclose a separate certified check or money order for postage and handling in the amount of $50.00, payable to Orange County Community College.
Contractors may also contact the OCCC Maintenance Office at 845-341-4600 or Fred Brennen at 845-341-4224 regarding how and where to pick up plans.
Each bid from a Contractor must be accompanied by a bid bond or certified check, payable to the OWNER, in the amount of ten-percent (10%) of the total amount of the bid as security. The bid bond or certified check shall be returned to the bidder on the condition that if the bid is accepted by the Owner, the bidder shall enter into a contract for the same, within ten (10) days after notification of award of contract. If no contract is awarded within 45 days of submittal of the bid, the bid may be withdrawn and the bid bond or certified check shall be returned or refunded. Each proposal must be accompanied by an Offer of Surety (Schedule 1), signed by the bidder and by the proposed surety.
At the time of execution of the Contract, the Contractor shall furnish the Owner the necessary bonds. The required bonds shall be substantially conditioned to provide that the Contractor shall faithfully perform the Contract on his part, and shall satisfy all claims and demands incurred for the same, and shall indemnify the College against any and all claims for damage on account of work performed under the Contract.
The Contractor shall procure and maintain, at his expense, until final acceptance by the Owner of the work covered by the Contract, liability insurance for Workmen's Compensation and for bodily injury and property damage, and said insurance shall be kept in full force and effect by the Contractor by payment of the required premiums during the term of the work performed under the Contract.
Pursuant to General Municipal Law § 108, the bidder stipulates and agrees that any agreement shall be void and of no force or effect unless the person, entity or corporation making or performing such agreement secure compensation for the benefit of, and keeps insured during the life of such agreement its employees, in compliance with the Workers' Compensation Law.
The Contractor shall furnish promptly upon demand by the Owner proof that said insurance remains in full force and effect. The Contractor's failure to procure or maintain said insurance shall constitute an act of default and entitle the Owner to terminate the Contract (as set forth in General Conditions, Article XIII.
All bids shall be submitted subject to the following conditions:
- All bid envelopes must be marked with the NAME OF THE BIDDER, THE BID# ITB-OCCC-2019-08 AND DATE/TIME of the bid opening: JUNE 6, 2019 AT 2:00 PM".
2. The OWNER reserves the right to reject any or all bids and re-advertise for new bids.
3. All bidders shall submit proof of responsibility, as required by the OWNER.
4. Each bid must contain the certificate of non-collusive bidding required by Section 103 -d of the General Municipal Law, relating to non-collusion (Schedule 4 hereto).
5. No bids shall be withdrawn for a period of forty-five (45) days after the receipt thereof, without the consent of the College.
6. The bidder shall make allowance in his bid for any price increase in labor and materials. Requisitions for work and/or material shall be at the price bid with no additional charges for such increases.
7. All RFI’s are to be submitted in writing by Monday June 3, 2019 to Fellenzer Engineering LLP, 22 Mulberry Street, Middletown, NY 10940.
