It is the intent of this RFP to obtain submissions for the implementation of an Empire State Development (ESD) grant under the ConnectALL Municipal Infrastructure Program (MIP)for Orleans County. The incentive proposal will fund construction of a wireless broadband service to 9,857 locations in Orleans County. The expected MIP funds being requested is $11,561,698. It is expected that this project will yield 21 wireless hubs. The infrastructure constructed for this project will be owned by the County of Orleans, and the network sharing will be exclusive for public use. The proposed ownership and network sharing model shall exist for a period of ten (10) years. The project addresses the challenge of providing high-speed internet in rural areas with a low population density of 103 people per square mile. The County’s invocative wireless solution, combined with strong community partnerships, providing a cost-effective alternative to fiber networks. The infrastructure will be open for lease to other ISPs, promoting digital equity and enhancing connectivity for residents, businesses, education, and the agriculture community. A key outcome of this project is to further the State’s digital equity objectives and to support the development of a well-trained and equitable workforce. As such, achievement of the proposed projects’ workforce development plan is the key input to project success.
