Summary of Specifications:
The Rochester City School District (RCSD) is seeking proposals from the Rochester community of supplemental academic contract service providers, who demonstrate outstanding commitment to academic support for Expanded Learning. The ESEA Flexibility Waiver, submitted by the New York State Education Department (NYSED) of Education to the U.S. Department of Education (USDOE) has been approved, allowing the District flexibility to establish an Expanded Learning Model and deliver supplemental academic support, rather than No Child Left Behind (NCLB) Supplemental Educational Services (SES) tutoring for the 2012-2013 school year. This permits the District to determine academic criteria for eligibility, tailor academic plans to fit each child’s individual needs, design a plan that supports the schools’ and District’s goals and mission, and creates a strong foundation for high-quality expanded learning opportunities that prepare students for success in academic learning, life, and the global economy. The District seeks work with community partners who can provide a high-quality program, who are dedicated to working in collaboration with specific schools to enhance their academic plan for students. Providers should be able to demonstrate effectiveness in providing those services. A priority area will be full integration of services into the school’s current model and shared responsibility for student outcomes. These programs are tentatively scheduled to run from October 1, 2012 to June 30, 2013. The selection may result in multiple awards of a one-year contract with an option to renew up to four (4) additional one-year periods.
