RFP-TFS-082622-upk - Full Day Universal Pre-K (UPK) for Three- and Four-Year Old Students

The Rochester City School District (RCSD) is seeking Proposals for Universal Pre-Kindergarten.  RCSD will award full-day seats for three- and four-year-old students.  The District will contract with awarded agencies for an all-inclusive flat-rate not to exceed $10,000 for 6 hour full-day programs or $5,000 to convert current half-day programs to 6 hour full-day programs for 180 days of service.  The rate will be adjusted in the four renewal years to the same percentage of increase the district receives to its per student amount from New York State Education department (For Example:  if the District’s per student amount paid from NYS were to increase 4% the CBOs rate would increase by 4% or $400 per full time student).  The flat rate provides for all expenses the agency might choose to include within their plan.  Transportation is not a requirement for Pre-Kindergarten programs, although it is an allowable expense. The District will not approve the funding of transportation if funding it through this UPK contract has a negative impact on the required program expenses; such as not being able to have competitive teacher salary market rates or not providing sufficient classroom materials. Agencies are reimbursed for their approved actual expenses to deliver the Pre-Kindergarten program within established budget guidelines up to the maximum flat rate per child.
The program will operate for 180 school days that follow the District’s school calendar.  A full-day program must be provided for 6 hours, 40 minutes of which will be a rest time.  Agencies must be capable of providing breakfast and lunch to students.  The program must align daily with the Instructional Day Schedule (see Appendix D).
Student selection for Universal Pre-Kindergarten (3- and 4-year-old) seats in both agencies and schools will be made through a lottery process conducted by the District’s Student Placement Office.  Families will be required to register for the Universal Pre-Kindergarten Program on the District’s website or at the District Central Offices located at 131 West Broad Street.
