Specifications include, but are not limited to: A. Contractor will be responsible for the removal of solid waste such as: garbage, rubbish, trash, swill, etc., including recyclables, but excluding regulated waste, from OPWDD sites. B. The Contractor shall provide a sufficient quantity of totes and/or dumpsters at each location to handle the estimated solid waste generated per site. The Contractor will be responsible for the repair or replacement of totes and dumpsters as needed. 1) Contractor will maintain all containers in a manner acceptable to OPWDD regarding conditions of safety, sanitation, and appearance. C. Contractor will be required to comply with all Local, State, and Federal Laws, Regulations, and Ordinances governing the removal and disposal of all solid waste and recyclables. D. Any and all fees required by local governing agencies for disposal at municipal landfills will be the responsibility of the Contractor. Contractor will bill the tipping fees and service fees based on actual usage. Tipping fees will be included in the bid rate fee for services. E. All Garbage, Trash (including debris), and Recyclables shall be removed in an efficient and sanitary manner. All leaking or spilling of garbage by the Contractor during removal shall be immediately cleaned up to prevent vermin infestation, unsanitary conditions, etc. OPWDD will not provide any assistance to the Contractor in cleaning leaks or spills. Continued violation will result in back charges for clean-up performed by OPWDD (or others) and may result in possible termination of services with the Contractor. F. Contractor will follow pick-up schedule detailing the frequency and services specified for all solid waste and recyclables, as detailed in Exhibit A. Contractor shall provide the business office and sites served with a schedule of pick-ups per the specifications in Exhibit A and will adhere to the submitted schedule. If a holiday interferes with the pre-established schedule, the business office will require prior authorization and the sites served will require advance notification of alternate arrangements. G. Pickup days and times should be consistent for the duration of the contract. If a site requires pickup more than once per week, the pickups should be evenly distributed throughout the week. H. Failure to make all pickups as designated each week, at the discretion of OPWDD, may result in a corresponding reduction in the monthly payment. I. OPWDD shall be responsible for delivering the Garbage, Trash, and Recyclables to the pickup points prior to the scheduled removal. J. Contractor will visit the site on a periodic basis or at the request of OPWDD. Contractor(s) will be responsible for noting any material handling and any access problems which may exist. K. OPWDD reserves the right to reduce services and/or remove sites from this contract in consultation with the Contractor, working out the appropriate credits. Extra services are not to be provided without prior authorization. Extra services include the removal of large refuse items (i.e., mattress, chairs, etc.) and nonhazardous construction and demolition (C&D) debris. OPWDD may request removal of large refuse items or C&D debris on an as needed basis, at which point Contractor may provide a price quotation. Extra services will be paid separate from this Contract.
