Specifications include, but are not limited to: Snow and Slush Removal and Ice Control Services The Contractor must be able to provide snow and slush removal services on a seven day per week, 24 hour a day basis, including holidays. Each site must be cleared of snow or slush and de-icing products applied within four (4) hours after the last snowfall. Snow and Slush Removal Snow and slush removal services are to begin automatically at the conclusion of a snowfall that has resulted in the accumulation of two (2) or more inches at the contracted site, however the site manager or other OPWDD staff has the right to call for additional service as deemed necessary for safety concerns. At the conclusion of weather events that exceed two (2) inches, all maintained surfaces will be cleared to bare pavement. Snow and slush removal may be preceded by the spread of anti-icing materials. Anti-icing materials may also be used for ice control when needed before the end of a weather event, but it must be used immediately at the conclusion of a weather event following surfaces cleared to bare pavement. The basic movement and/or plowing of snow or slush will be planned by the Contractor, however, the following guidelines must be adhered to at all times: - All exits, fire escapes, and fire hydrants must be cleared of snow or slush. - All snow, slush, and ice must be removed in a manner that allows safe passage and does not promote the buildup of ice and/or snow. Snow or slush accumulation is to be cleared from driveways, parking areas, stoops, sidewalks and/or ramps leading from the front door to the driveway; paths to and from all egress doors; walkways to storage sheds, oil fill pipe, generators, trash receptacles and/or evacuation areas; and the evacuation point, located on the property, but apart from the residence. All walkways/paths must be cleared to no less than 36 inches wide to accommodate wheelchairs. At locations that share a boundary with a municipal sidewalk, all snow or slush must be cleared from the length of the municipal sidewalk for which that site is responsible. Sidewalks will not be blocked by snowbanks. - Plows cannot be used to clear sidewalks or walkways. - Any decks that are designated as an egress path shall be cleared a minimum of 6 feet wide from egress point to the evacuation point as identified by the site manager. Cleared snow or slush is to be removed from the deck. - Snow or slush will not be pushed against houses, vehicles, buildings, building entranceways, sidewalks, exit doors, fire hydrants, trash receptacles, garage doors, shrubbery, trees, lamp posts, emergency generators, and fences. - Banking of snow will be limited in height to not restrict visibility at the entrance to the roadway. - Care must be taken not to damage or push snow or slush on adjoining properties. Snow or slush must not be piled up or blown in front of neighbor’s property or public streets. - Mailboxes MUST be shoveled out to allow for mail delivery.
