Specifications include, but are not limited to: Task 1: Naloxone distribution and opioid education through COMMUNITY BUSINESS OWNERS in identified high risk zip codes. The recommended budget for Task 1 is not to exceed $68,000. High Risk Zip Codes: 14611, 14621, 14606, 14626, 14609, 14620, 14608, 14612, 14616, 14613, 14605 Task 1 Deliverables: ● The selected Respondent(s) will identify 20 businesses located in high risk zip codes that will participate in naloxone distribution and opioid education to patrons. Business owners will be trained Community Health Educators (CHEs) with experience in health education services that partner with the selected Respondent(s) organization. ● The selected Respondent(s) will provide a Project Coordinator to oversee CHE distribution effort. ● The selected Respondent(s) will facilitate a monthly meeting for CHEs of participating businesses for continuing education and progress monitoring. ● The selected Respondent(s) will facilitate training of participating business owners/Community Health Educators, totaling at least six (6) hours of training per year. Training areas must include Naloxone Train-the-Trainer Program, Motivational Interviewing, Community Resource Training, and Anti-stigma education. ● The selected Respondent(s) will retrieve naloxone supply from MCDPH Addiction Services at 111 Westfall Road, Rochester, NY on a quarterly schedule. ● The selected Respondent(s) will provide naloxone kits and resource materials to Community Health Educators monthly. ● The selected Respondent(s) will facilitate opioid education and the distribution of naloxone by CHEs to business patrons, with a goal of 40 patrons per business, per month (total 9,600 naloxone kits). CHE interactions with patrons will be individualized and involve harm reduction and overdose prevention education, information on Monroe County IMPACT Team, and linkage to treatment and community resources. Recommended work per CHE is 10 hours per month. ● The selected Respondent(s) will develop a system for CHEs to collect distribution and demographic data around their distribution efforts. ● The selected Respondent(s) will compile distribution and demographic data from CHEs on a monthly basis. ● The selected Respondent(s) will report the number of naloxone kits distributed and demographics of trained patrons to MCDPH Addiction Services via the ContrackHQ system by the 15th of each month. ● For project evaluation purposes, the selected Respondent(s) will develop and maintain a system for reporting stories of Narcan use to establish qualitative data around effectiveness of the program. ● The selected Respondent(s) will participate in monthly advisory committee meetings hosted by MCDPH Addiction Services to provide insight on task efforts and input from local communities on Addiction Services programs. ● The selected Respondent(s) will identify technical assistance and capacity development needs for effective community participation in overdose prevention activities. Task 2: Naloxone distribution and opioid education through impacted INDIVIDUALS in identified high risk zip codes. The recommended budget for Task 2 is not to exceed $62,000. High Risk Zip Codes: 14611, 14621, 14606, 14626, 14609, 14620, 14608, 14612, 14616, 14613, 14605 Task 2 Deliverables: ● The selected Respondent(s) will provide a Project Coordinator to oversee peer distribution effort. ● The selected Respondent(s) will facilitate peer distribution of naloxone, utilizing currently impacted community members to distribute a goal of 8,000 naloxone kits, 85% or more of which will be distributed within high risk zip codes identified by MCDPH (above).
