Specifications include, but are not limited to: City Hall is the administrative building and the seat of City of Buffalo government, located in downtown Buffalo, New York. It is a thirty-two (32) story building of which twenty-six (26) floors have functional use and/or activities. The facility houses both the legislative and the administrative offices of the City government in addition to Buffalo Public School administrative offices. It is estimated that approximately two thousand (2000) people including City and Buffalo Schools employees, visitors, and guests come through City Hall daily for business transactions of which a reasonable number may possibly patronize the cafeteria food services on an intermittent basis and or a daily basis. The cafeteria service is located at the lower level (floor) of City Hall, where food and beverages are prepared and/or served during regularly scheduled hours. The Cafeteria includes the following areas: food storage, preparation, serving, ware-washing and seating. The City will provide space, utilities (except telephone, cable TV and or and internet services), nonexpendable equipment (see inventory list as attached in Exhibit B). In addition, the City will provide for the food preparation area to be able to be secured after hours. Special group services such as catering shall be available on request and in advance arrangement with the operator. It is anticipated that City groups, on occasion, will request banquet or catering services and when so requested, will be made available only on advanced reservation. Charges for this and any other special services will be billed separately to the City group that requested them and arranged on a mutual basis between the operator and such City group. The City will allow the operator the use of the cafeteria space but shall reserve to the City the final authority on occasion as to the use of dining areas for meetings and other gatherings outside of the cafeteria hours of operation. After such events, the City will clean area of any resulting refuse. City employees will be allowed, if so desired, to consume pre-packed food (not purchased from the operator) in the cafeteria. City employees will have the right to sit in the dining area during the cafeteria hours, without being requested to leave, except when in involved in a disruptive behavior. Further, City shall have the unilateral right (but not the obligation) to enter into all areas of the cafeteria with or without advance notice for the purposes of building and equipment inspection and or repairs and or maintenance and for any and all other life safety related matters.
