Specifications include, but are not limited to: Tompkins County is seeking a qualified consultant(s) for the purchase and implementation of a ComprehensiveElectronic Records Management System (CERMS) for the processing and management of all recordsmaintained by the Tompkins County Clerk's Office. The proposed system must also include a financial modulefor the management of receipts and related reports, remote access web portal and implementation of e-filingand e-recording based on New York State requirements. The project must also include the migration of all dataand images stored in the current system and a clearly defined quality control process to ensure data integrity.The Tompkins County Clerk's Office has completed the back-file conversion and indexing of all Land Recordsdocuments and is expected to complete all Civil Records by the end of 2012. Any proposed ComprehensiveElectronic Records Management System should be based on enterprise, site-level, and/or concurrent usepricing and not be associated with per seat client installation licensing models
