Specifications include, but are not limited to: The Monroe County Office of Mental Health (MCOMH) is soliciting proposals from organizations interested in providing Crisis Transportation Services in our community. When a person is experiencing a behavioral health crisis, involving either mental health, substance use disorder including opioid use disorder, the most common path to care is Emergency Medical Services (EMS) transportation to the hospital emergency department (ED) initiated by a call to 911. Partially, this is driven by patients being unaware of or unable to access alternative resources for care and/or transportation. More than 30% of people seeking mental health care encountered the emergency system, rather than outpatient resources (Office of Mental Health, 2021). In Monroe County, there are four crisis response teams of behavioral health professionals dispatched through 911 or 211/988, and other sources: the Forensic Intervention Team (FIT) from Monroe County Office of Mental Health (MCOMH) for the county and the Person-in-Crisis (PIC) team in the City of Rochester, URMC Mobile Crisis Team and RRH Mobile Crisis Team.
