a. All fuel products proposed in this bid must conform to all current Federal, State and Local pollution control regulations. b. Vendor shall have experience supplying fuel products within New York State and shall have experience doing business with municipalities located within New York State. c. The County price per gallon of fuel delivered to the Yates County Highway Department will be based on a Supplier Charge added to the published “Oil Price Survey Report” average rack price posted for Rochester, NY for the delivery period. Example: Supplier Price/Gal. + Average Rack Price = Total Price (.04+ 2.55 = $2.59 gallon) d. The Supplier shall supply the Yates County Highway Superintendent a copy of the Oil Price Information Service (OPIS) Octane Report to establish the Average Rack Price for Rochester showing cost to the County for fuels. e. The Supplier will not charge Yates County for any tax on Motor Fuels including excise tax which the Supplier will pay and subsequently claim for reimbursement from the State of New York. f. Fuel Specifications and requirements: Regular Unleaded; 87 Octane (R+M/2); lead 0.05 grams per gallon; 62 API gravity #2 Ultra-Low Sulfur Diesel (S15) meeting ASTM D975; Cetane Rating of 40 or higher; meet emissions requirements as of October 15, 2006 for ultra-low sulfur All products must meet or exceed all current EPA and NYS standards and regulations for fuel products and emissions. Product data sheets are required for all fuel products Yates County does not use WINTER BLEND diesel. (Additives are added at time of delivery)
