Canine – Breed and Health/Wellness 1. Canines must have a high drive and be of the sporting breeds (Labrador Retriever, German Short-haired Pointer, etc.). 2. The canine will be suitable for advanced training and to be certified as an Explosive Detection Canine (EDC) with the ability to be further trained to a Person Borne Explosive Detection (PBED) capability. 3. The canine will meet the needs of the New York City Police Department which include but are not limited to the following: must be social around people, no food or dog aggression; must be comfortable for deployments in large crowds; must be able to work in all types of different environments. 4. Health Warranty – 24 months. The vendor will offer a 24-month guarantee against any health, congenital, and/or genetic conditions that impair Canine’s ability to serve or perform as an EDC/PBED canine for NYPD. i. The vendor must guarantee that each canine will be free of disease, parasites, and hip/elbow/spinal dysplasia at the time of delivery and for 24 months thereafter. ii. Following canine delivery and reception, a follow-up examination will be completed at the expense of the NYPD at a facility selected by the NYPD to ensure the validity of this claim and guarantee. Acceptance of canine will be determined at the satisfactory completion of the follow-up examination. iii. The vendor will provide proof of current vaccinations as well as all medical records (including but not limited to x-rays and test results) for each canine at the time of selection. iv. Vendor will also provide a death guarantee, in which vendor will replace any canine that should die within two years of acceptance by NYPD. v. Any canine that develops any of the conditions above during the period of 24 months following delivery of the Canine to NYPD will be replaced by vendor at no cost to NYPD. 5. Workability/Performance Guarantee. The vendor will guarantee each canine’s ability to perform as an EDC/PBED canine for the term of two-years from the time of acceptance. If, at any time during the two years the canine is not performing as set forth by these specifications, as determined by the NYPD, it will be replaced by the vendor at the vendor’s expense. 6. In the event that the canine fails to meet the specification of the purchase agreement of the New York City Police Department prior to the two year guarantee period, the vendor must replace the canine with a new and suitable canine within four weeks of the determination that replacement is necessary. The replacement canine must meet the same standards and requirements as described within the “Specifications for the Canine Contract,” and a new two year period will begin at the time of replacement. 7. All transportation for the canine will be provided by the vendor to and from all testing locations, until the NYPD purchases the canine. 8. The NYPD reserves the right to test the canines at the vendor’s place of business. 9. The NYPD reserves the right to test the canines at a nearby neutral location that is away from the vendor’s place of business. 10. Canines must be between 12 and 24 months of age at the time of purchase, subject to NYPD discretion to select a canine of other age. 11. Canines can be male or female. 12. Vendor will provide imprinting on at least eight (8) explosive odors as required by New York State Department of Criminal Justice to be a NYS Certified Explosive Detection Canine.
