The primary objective of the project will be to establish a defensible, fair, accurate, and cost- effective methodology to ensure that damage caused by extraordinary road use is fully addressed through assessments of trucking/motor equipment operations, both passive and isolated throughout the County of Tompkins, on all non-State roads of participating municipalities. The RFP recipient shall use a great deal of autonomy to develop this methodology. Permittees: Will be defined entities engaged in projects that generate traffic that exceeds the thresholds established in the County's Road Preservation Law or such other thresholds that may be established by other participating municipalities. A great deal of autonomy should be used by the consultant in constructing evaluation criteria of said Permittee to best understand the adverse affects caused by those entities. The scope of work will generally include the following: - Construct a system/methodology to evaluate the potential damage to the County's road system by a Permittee operating within or passively through the County. The system/methodology will be used to prepare estimates of the cost of potential damage and to determine the size of bonding required of the Permittee prior to the commencement of the project. - Identify any improvements that must be made to roads on the haul route prior to the high-intensity use to ensure that the roads are adequate to support the usage proposed by the Permittee. - Construct a system/methodology to determine the actual damage to infrastructure caused as a direct result of Permittee's operating on Tompkins County's participating municipality roadway network, including a means to gauge and measure such damage, both physically and financially. This system/methodology must recognize road use by other traffic generators, including other high-intensity, high-frequency users. The system/methodology will be used to prepare repair costs or requirements to remediate the damage caused by the Permittee. - Identify any materials or preparatory work that must be provided or undertaken by the County or municipality in order for the Consultant to accomplish the above-stated scope of services. - Attend progress meetings with the Tompkins County Highway Division or Highway Committee as the County or Committee deem necessary No additional specifications were given.
