Specifications include, but are not limited to: The Jefferson County HOME Consortium (Consortium), also known as the North Country HOME Consortium, received an allocation of $2,988,032 in ARP funding. In order to allocate the funds to eligible projects, the Consortium was required to submit an Allocation Plan (Appendix B) to HUD. The Allocation Plan was developed through data collection and public input and identifies the Consortium’s issues and needs within the four qualifying populations: homelessness as defined in 24 CFR 91.5; those at-risk of homeless as defined in 24 CFR 91.5; those fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking; and other populations identifed as requiring services or housing assistance to prevent homelessness and other populations at greatest risk of housing instability. Through extensive research the other populations identified include: those with serious mental illness, adults with substance use disorder, veterans, and those with incomes at or below 60% of the area median income. HOME-ARP funds can only be utilized in municipalities that have opted into the Consortium. HOME-ARP funds currently cannot be utilized in the following municipalities: Villages of Deferiet, Gouverneur, Massena; Towns of Clare, Fowler, Gouverneur; City of Ogdensburg; There is an overwhelming need for continued funding of Supportive Services in the Consortium. The eligible Supportive Services will need to fall under one of the following three categories to be eligible: McKinney-Vento Supportive Services, Homelessness Prevention Services, or Housing Counseling Services. Based upon public outreach, the Consortium expects interest from applicants for housing search and counseling services, life skills training, mental health services, outreach services, substance abuse treatment services, case management, services for special populations, financial assistance costs, and short-term and medium-term financial assistance for rent.
