It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Business (WOSB), 8(a), HUBZone, Small Disadvantaged Business (SDB), and other Small Businesses interested and capable of providing the services described below. Responses to this notice shall include the following: (a) company name, (b) address, (c) point of contact, (d) phone and email, (e) SAM.gov UEI number, (f) Type of small business, e.g. SDVOSB, VOSB, 8(a), HUBZone, WOSB, SDB, or Small Business, and (g) Subcontracting Plan (if applicable, see FAR 52.219-14). Documentation of technical expertise shall be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Interested vendors shall provide a capability statement that addresses the organizations qualifications and ability to perform as a Contractor for the work described below: This Sources Sought Notice is for the Bath VA Medical Center located at 76 Veterans Avenue, Bath, NY 14810, who require Lenel security system maintenance and support from 4/1/2025 to 3/31/2026 with the provision of four (4) option years. A site visit may be included in the official solicitation. This is a firm fixed-price requirement, all materials, labor, and fees shall be included in the purchase order to perform: Scope is intended to maintain the Bath VA Medical Center video/security system at a fully operational condition. All software, technical services, maintenance, parts, labor, and repairs needed for the video surveillance system, network video recording system, Lenel physical access control system, Lenel alarm monitoring system (OnGuard/Milestone), and police security network system shall be included in resulting contract. Contractor shall be responsible to answer service calls timely, conduct trouble shooting, repair and/or replace defective equipment, perform quarterly preventative maintenance inspections, provide technical support 24/7/365 (including ability for remote access), and provide software updates and system upgrades as needed. Contractor shall provide a current license/documentation from Lenel proving they are a certified Lenel Value Added Reseller (VAR) . Services shall include minimum of 40 hours of on-site preventative maintenance per quarter, and 100 hours of remote access support time per contract year. Contractor shall comply (if required) with the Bath VA Police Department s vetting process, including but not limited to finger printing, background checks, and drivers license verification. On-site technicians shall be prepared to always wear an issued contractor badge while at the facility. The NAICS Code is 561621 with a Small Business size standard of $25 Million. SDVOSB/VOSB vendors shall be registered in the SBA VetCert Database. All vendors shall be registered and active in SAM.gov. If you are requesting an SDVOSB/VOSB set-aside, provide a statement of understanding of the Limitations of Subcontracting (VAAR 852.219-75) and your plan to conform to them.
