Specifications include, but are not limited to: provide renovations and operations of a service station facility at a rest area located on the Hutchinson River Parkway (HRP), in the vicinity of North St., White Plains, NY.; 1. Demolition and Removal of Existing Facilities: Demolition and removal of the necessary above and below ground facilities and appurtenances will be required of the LESSEE. There may be permitted alterations to the existing building, but it may not be removed. This includes, but is not limited to, pump islands, curbing, landscaping, paving, sewer system, water supply, underground electrical and telephone lines, manholes, underground piping and storage tanks and any other items deemed necessary to be removed such as would be revealed by a personal inspection and investigation by the prospective lessee. The intent is to establish a DEPARTMENT-approved convenience and service station facility and to provide complete and adequate restroom facilities and drinking water for the traveling public.; 2. Required Capital Improvements: Underground Storage Tanks – The LESSEE will be required to replace the underground storage tanks (USTs), including all related work. UST replacements must be complete by May 1, 2023. Canopies – The LESSEE will be required to replace all of the canopies at the PREMISES. Canopy replacement must include new lighting and new fire suppression systems. Dispensing Islands – The LESSEE may operate the facility using the same number of pumps and dispensing islands currently on the site. Should the LESSEE choose to add additional pumps and/or dispensing islands, reconfiguring the site layout and/or traffic pattern will not be permitted. Electric Vehicle Charging Stations – The LESSEE will be required to provide four level three car charging stations including charger, foundation, conduit, etc.; 3. Making All Capital Improvements Available for State Inspection and Acceptance: All capital improvements shall be subject to periodic inspection by authorized State personnel and to acceptance by the State upon completion. The LESSEE shall institute and maintain recordkeeping procedures acceptable to the State.; All capital improvements made hereunder must be completed by May 1, 2023 or the date bid by the proposer, whichever is sooner.; 4. Capital Project Management: The LESSEE must obtain all approvals for development of the Site, building and fuel infrastructure. The LESSEE shall submit to the State such data, reports, contracts, and other documents relating to each capital improvement effort as the DEPARTMENT may reasonably require. The LESSEE is an independent contractor and has no ability to bind the State in any of its agreements with contractors, etc., except to the extent authorized in writing by the State. The LESSEE shall indemnify the State for all liability for injury, damage to property, or other damages occurring on, or as a result of, the use of the Site, pursuant to Article 15 of the lease. At the time of award of this lease, a contract may be in place for improvements to the Hutchinson River Parkway in the Southbound direction including utility work, acceleration lane lengthening and bridge widening. If this occurs, the LESSEE will be required to coordinate his operations with those of the other contractor and the provisions of section 102-03 of the NYSDOT standard specifications shall apply.; 5. Work on Existing Building & Optional Additional Square Footage: No improvements shall be undertaken without the specific written acceptance of the State. Plans must be submitted to the Department for any and all renovations and/or new construction and approved by the DEPARTMENT. The LESSEE shall be solely responsible for all arrangements related to the provision of its sub- contractor improvements. The proposed development must include a rehabilitation of the existing building which should retain the character and materials of the original structure. Any renovation to the structure of the building must be within the prescribed footprint of 3150 square feet and accepted by the DEPARTMENT. All renovations and repairs should be made to assume a minimum 30-year lifespan from the date of the beginning of the lease. The building renovation should retain and modify the existing building to provide the following, as further detailed below: a. Total size of existing building and addition square footage shall not exceed 3,150 SF.; b. Existing concrete floor slab to be removed and replaced.; c. Existing masonry load bearing walls require extensive repair / repointing.; d. Roofing on existing building shall be removed, repair deck as necessary and replace Roof.; e. All existing Mechanical, Electrical and Communications are to be replaced.; f. All Windows to be replaced; g. All Doors to be replaced. Exterior doors to be glazed with aluminum framing/trim; h. All lighting to be replaced with LED fixtures.; i. All ceilings to be replaced.
