The selected Respondent will provide high-quality commissary services to the incarcerated population in the Monroe County Jail facilities, in accordance with the New York State Minimum Standards and Regulations. A. Operate the commissary system at no cost to the MCSO and provide the MCSO a commission based on an expressed percentage of commissary sales from that operation, payable to the MCSO monthly. B. Maintain an open collaborative relationship with the administration and staff of the MCSO. C. Maintain a "market price" philosophy with regard to the retail-selling price of the commissary items to the incarcerated population. However, the pricing established on items sold or any change in pricing of items sold must be approved by the MCSO. 1. Any price change requests must be accompanied by a local market analysis. 2. Prices shall be determined for each twelve-month period at the beginning of each period. Prices may not increase and shall remain firm for the entire year. 3. Prices shall be re-calculated each November by mutual agreement of the parties to become effective the first day of January the following year based upon the based on the prior year’s Consumer Price Index – U.S. City Average CPI-U from the Bureau of Labor Statistics (“CPI-U”). D. Maintain the security of the Monroe County Jail facilities by ensuring "contraband" items are not brought into the jail environment and requiring background checks of those working in the commissary operation. All employees involved in the Commissary operation are subject to MCSO approval. Staff Security Orientation - The Contractor’s new employees are required to participate in a security orientation program, conducted by the MCSO, prior to their start date. E. Purchase and deliver all items, which have been mutually agreed upon between the selected Respondent and the MCSO. In addition, the selected Respondent is responsible for maintaining an adequate inventory of said items and is responsible for the safekeeping of said inventory.
