Specifications include, but are not limited to: DES in consultation with P&D will manage an agreement with the selected professional Respondent (Consultant) to prepare a planning-level business plan and prospectus for a Multimodal Freight Initiative (“Initiative”). Note that for the purposes of this RFP, the term “multimodal” is used as a convenience and shall not be intended to differentiate between multimodal and intermodal scenarios. In addition, “facility” and “facilities” are used generically and there is no preconceived approach for a singular facility or a combination of facilities. That is the purpose of this Project. Initial tasks for this Initiative will include economic and marketing assessments. There shall be a Planning Phase Deliverable. Upon confirmation by the County of the economic viability of this Initiative, more detailed work would be completed during a subsequent Preliminary Design Phase, including, but not limited to, infrastructure assessments, environmental assessments, preliminary engineering, and grant applications. Note that the Respondent shall be licensed as necessary to perform any of the aforementioned tasks in accordance with New York Education Law. The tasks listed herein are those that the County believes are the minimum necessary to make a go/no-go decision on proceeding with this Initiative (i.e., Planning Phase) and the subsequent tasks which will lead to the submission of the necessary grant applications for successfully obtaining State and/or Federal funding for the implementation of the Initiative (i.e., Preliminary Design Phase). The Respondent is encouraged to expand and embellish the work tasks and sub-tasks that it has used for the successful evaluation and implementation of similar multimodal freight initiatives for other public agencies. The Respondent should include in their proposal an anticipated means of performing the sub-tasks during the Planning Phase and provide an estimated level of effort (i.e., total estimated staff-hours by Task).
