Specifications include, but are not limited to: The New York City Department of Transportation (NYC DOT) will select an operator (the “Operator”) to furnish, install, and manage a network of publicly available secure bicycle parking structures in a Secure Bike Parking System (the “System”) in New York City, as set forth in this Solicitation. The System will provide a 24-hour secure bike parking to support safer and more comfortable cycling by dramatically expanding bike parking options as recommended in the 2021 NYC Streets Plan and 2023 PlaNYC: Getting Sustainability Done. The System will encourage mode shift, improve convenience for bike ownership and use, including e-bikes, cargo, adaptive and other over-sized bikes, by providing more New Yorkers secure, weather-protected, long-term bike storage near home. It will facilitate bike to transit connections with short-term, secure parking at transit hubs and ensure pricing options and locations are inclusive and meet the needs of underserved communities. The System will include design options accommodate users of hand-cycles, tricycles and other accessible cycles and will protect user’s privacy and financial transactions. NYC DOT will determine account and user fee tiers and prices, which is anticipated to include equity pricing, or “fair fares”. The secure bike parking structures will utilize the latest technology and be visually appealing, convenient, and accessible for the widest range of users. They will employ a visual language consistent with other NYC DOT street furniture. Membership to the system will be universal across all category types, with subscriptions available for varying lengths of time subject to the typology of the shelter. At a minimum, the following services will be provided by the Contractor including, but not limited to: 1.0 Furnish Secure Bike Parking Equipment 1.1 The System will provide both on demand and pre-assigned secure bike parking. The Vendor is required to propose a minimum of two (2) secure bike parking structures for each of four (4) categories as described below. If the Vendor is a manufacturer or distributor of secure bike parking equipment which meets the minimum requirements of one or more categories, they may propose those products, but NYC DOT reserves the right to select products that best meet the program criteria. 1.2 Minimum Design Requirements Structures must substantially conform to design guidelines as described in Exhibit 1. 1.3 Category One (1): Covered, small capacity, intended primarily for residential curbside locations. Category 1 small-capacity stations are intended for areas with bicycle parking demand for longer-term stays, serving primarily as bike storage locations for nearby residents and workers. Users will be issued accounts, mostly likely on an annual basis, and will be permitted to store a bike in a reserved location for the set term of the account. 1.4 Category Two (2): Covered, small capacity, designed to accommodate oversized bikes including cargo and adaptive cycles, intended primarily for residential curbside locations. As with Category 1, Category 2 small-capacity stations are intended for areas with bicycle parking demand for longer-term stays, serving primarily as bike storage locations for nearby residents and workers. Users will be issued accounts, mostly likely on an annual basis and will be permitted to store a bike in a reserved location for the set term of the account. 1.5 Category Three (3): Covered, high capacity, intended primarily for transit hubs, commercial areas, or other major destinations.
