Specifications include, but are not limited to: The Tompkins County Highway Division, County Planning Department and Tompkins County Soil &Water Conservation District shall be the leads on the South Street Extension Escarpment Mitigation Project, and the selected consultant(s) shall provide technical support on the project. It is anticipated that the design should take no longer than 3 months to complete and the project implementation less than one month. Project Frame work The following is a detailed description of the South Street Extension Mitigation Project Framework. Each section identifies the responsible entity and deliverables to be submitted.1. The Tompkins County Highway Division, County Planning Department and Tompkins County Soil & Water Conservation District together with the Consultant(s) shall be responsible for:A. Project Framework Development. Tompkins County and Tompkins County Soil & Water Conservation District will work closely with the Consultant(s) to develop a Project Study Framework that shall:- Develop an appropriate scope of study that satisfies the objectives of the project.- Determine the factors that will be considered in the approach.
