Specifications include, but are not limited to: • A clearer, more efficient, and more attractive fixed‐route transit system with excellent multi‐modal connectivity, including: o Simplification, clarification and optimization of the fixed route system o Clearer branding and route designations o Multi‐modal transportation hubs (where feasible) to improve system efficiency o Cornell campus circulator routes that can accommodate peak demand and transfers to/from other urban/rural routes o Implementation of service recommendations in 2018 TCAT Strategic Plan (where feasible and desirable) o Addressing current and future “development zones”, e.g. Chainworks Project on Ithaca’s South Hill, Waterfront/Inlet Island, West State Street (up‐zoned and not yet built out). o An evaluation of service requests submitted during public and stakeholder outreach. Which service ideas/requests are compatible with TCAT’s fixed‐route network and should be implemented (resources allowing). • A plan for first/last mile service implementation in appropriate areas of Tompkins County. • Technological upgrades that improve customer information and leverage existing AVL data. • A list of recommended capital projects that go hand‐in‐hand with suggested service changes and branding recommendations. Example may include: new climate‐controlled transfer centers; electronic bus signs to improve branding; and technology applications (i.e. Transit Signal Priority), etc. Capital project suggestions should be provided with an estimated cost. • Better use of existing financial, capital, and human resources and identification of opportunities to receive additional funding or other resources. Could include KPIs that could be shared with underwriters and community.
