The James Zadroga 9/11 Health and Compensation Act of 2010 established the World Trade Center Health Program (WTCHP) to provide monitoring and treatment benefits for emergency responders, recovery, and cleanup workers of the September 11, 2001, terrorist attacks in New York City, at the Pentagon, and in Shanksville, Pennsylvania; and students, residents, building occupants, and area workers who were adversely affected by the September 11, 2001, terrorist attacks in New York City.
This solicitation is for outreach and education services aimed at underrepresented populations of 9/11 survivors and responders who may be unaware that they are entitled to benefits under the WTCHP. The program requires offerors to develop a plan to make members of an underrpresented population aware of their eligibility for WTCHP benefits and to assist members of this population in applying for benefits.
