PURPOSE OF REQUEST
Tompkins County is seeking proposals from OASAS-Certified providers for combined Medically Supervised Withdrawal Services – Inpatient (3039) and Residential Stabilization Services (3600), to be provided jointly at the Withdrawal and Stabilization Center, a 19,420 square foot building located at 2353 North Triphammer Road in the Village of Lansing, NY. Both services must be provided by a single organization; proposals for either service separately will not be considered.
This RFP is being issued in the total annual amount of $600,000, with ~$300,000 allocated to twenty (20) medically supervised inpatient withdrawal beds and associated services, and ~$300,000 allocated to twenty (20) residential stabilization beds and associated services, with up to ten (10) beds able to “swing” between programs. Funding renewal is subject to compliance with OASAS and Tompkins County reporting requirements and program performance reviews.
Eligible providers may submit a proposal for this RFP alone, or in conjunction with proposals for one or both of the following open RFPs (proposals should be submitted separately). Preference may be given to organizations applying for multiple RFPs, if practical and feasible.

PROGRAM OBJECTIVES
This program is intended to provide appropriate levels of care to individuals who are acutely ill from alcohol and/or substance use disorders and who need a safe and supportive environment for medically supervised withdrawal and residential stabilization. This program will facilitate gradual transition to lower levels of care, including Inpatient and Outpatient Rehabilitation, Community Reintegration, and Outpatient Services.
