JF-0000000038-RFP_F - Tompkins County Sanitary Code Update

The Tompkins County Sanitary Code (TCSC) was initially adopted in 1972 and has not been amended since 2005. Articles addressing water supply and onsite wastewater treatment systems (sewage systems), are in need of significant revision while other Articles are outdated or have been superseded. There would be significant benefits to revising the TCSC considering NYS regulatory changes and changes in environmental health concerns. Due to the complexity of the potential revisions of the TCSC, the project may need to prioritize revisions related to onsite sewage systems and potential new sections for individual drinking water supply and requirements for individual water and sewage during real property transfers.

The process for revising the TCSC will involve numerous stakeholders including members of the public, Tompkins County Board of Health, Tompkins County Legislature, (NYSDOH), and others.  The process for sanitary code revision and approval must be filed with NYSDOH in accordance with Public Health Law 347 (see  https://www.nysenate.gov/legislation/laws/PBH/347
