The Village of Rye Brook, NY, seeks proposals from qualified, New York State-licensed engineering consultants to complete flood mitigation studies for a watershed area within the Village. A flood and drainage analysis the watershed will be undertaken with the goal to identify potential storm water management improvements and reduce localized flooding during severe weather. The consultant will utilize study data to develop concepts and cost analyses for multiple mitigation options, assist the Village to obtain public comments, and advise and assist Village officials in selecting at least one mitigation for full design and construction. A Benefit Cost Analysis will be required for this project area in supporting obtaining grant funding.

Flood study project shall culminate with the production of an Engineering Report that complies with the NYS Environmental Facilities Corporation’s (EFC’s) requirements for an eligible infrastructure project. The completed Engineering Report will position the Village of Rye Brook to apply for additional program funding for construction of the chosen improvement(s). The flood study projects described by this RFP will be funded in large part through federal grants provided by the U.S Department of Housing and Urban Development. Compliance with the grant agreement template is a requirement of the procurement (please refer to Schedule F, New York State standard form of Community Block Grant Agreement, Ida Program). All firms responding to this RFP will be expected to comply with the provisions applicable to contractors and subcontractors, with particular attention called to Sections “10(B) Subcontracting” and the participation goals and reporting requirements outlined in Appendix F
Participation goals have been adopted to ensure the opportunity for meaningful participation of minority and women-owned business enterprises and service-disabled veteran-owned business enterprises in the work to be undertaken by Subrecipient and financed with funds provided by Corporation. These goals are expressed as a percentage of the total value of all work to be performed under the Agreement. These percentages are 22% for minority-owned business enterprises (“MBEs”), 10% for women-owned business enterprises (“WBEs”) and 6% for service disabled veteran-owned business enterprises. Subrecipient agrees to make good faith efforts to achieve these participation goals. it shall be noted that any reference here in BidNet to such entitiies is to encourage theier particcipation, it is not a requirement.
