NOTICE IS HEREBY GIVEN that the Village of Pleasantville (VOP) (i.e. “Village) shall receive sealed Bids for VOP Contract No. 2023-04 “Decorative Lighting Improvements – LED Luminaires and Lamp Posts”. Bids shall be received at the Office of the Village Clerk, Village Hall, 80 Wheeler Avenue, Room 306, Pleasantville, NY 10570 until 12:00 PM prevailing local time on Tuesday, September 26, 2023, at which time immediately thereafter the Bids will be publicly opened and read aloud in the said office.

No Bids will be received or considered after the time stated above.

Complete Bid/Contract Documents (i.e. Project Specifications, Drawings, etc.) shall be obtained from the above office or via “BidNet” (www.Bidnetdirect.com) on or after Monday, September 18, 2023.

The Village of Pleasantville is seeking to execute an agreement for a Department of Public Works Purchase Contract to furnish a decorative lighting standard from approximately October 1, 2023 through December 31, 2023.

Bids shall be enclosed in a sealed envelope bearing the name and address of the Bidder, addressed to Village Clerk, Village of Pleasantville, 80 Wheeler Avenue, Pleasantville, New York 10570 and labeled “VOP Contract No. 2023-04 “Decorative Lighting Improvements – LED Luminaires and Lamp Posts”.

Bids shall be made on the forms furnished with the Bid Documents. As a Bid security, each Bid shall be accompanied by a certified check or Bid bond in the amount of five (5%) percent of the total amount of the base Bid, payable to the Village of Pleasantville. Bidders who submit certified checks must accompany them with a Consent of Surety from a recognized Bonding Company.

The Bid security shall be held by Village as a guarantee for the proper execution and delivery of the Contract and bonds to secure the faithful performance thereof.

The Village of Pleasantville reserves the right to reject any and all Bids, to waive any informality in any Bid, and to award the Contract to other than the lowest Bidder if deemed in the best interestbof the Villag to do so.

To be considered, Proposals on the forms included herein, must be in accordance with these Instructions to Bidders. All Bids must be submitted on the prescribed forms which are included herein, such forms are provided in Section D. All blank spaces for Bid prices must be filled in, in both words and figures, either typed or in ink.

Proposals that contain any omission, erasures, alterations, additions, or items not called for in “Itemized Proposal” (i.e. Bid Form), or that contain irregularities of any kind, may constitute sufficient cause for rejection of the Bid. In case of any discrepancy in the price or amount Bid in the Bid/Proposal, the price, as expressed in words, shall govern. All Bids must be submitted in sealed envelopes addressed to Village Clerk, Village Hall, Room 306, 80 Wheeler Avenue,
Pleasantville, New York 10570 and be clearly identified with: (1) Bid Name: “VOP Contract No. 2023-04 “Decorative Lighting Improvements – LED Luminaires and Lamp Posts” and (2) Name of Bidder and Address.

Bids/Proposals shall be signed with the Bidder's name typed or printed below signature. The Bidder's seal, if a corporation, shall be affixed under the Bidder's signature. Telephone, telegraphic or "faxed" Bids will not be accepted.
If a separate set of proposal sheets is issued, they may be used with the understanding that all instructions and conditions of the Contract Documents are the same as if these pages were bound herein.
