Summary of Specifications:
Warren County desires to receive Proposals from individuals, companies and/or organizations who are independent Employment Assistance Program service providers and can provide an Employee Assistance Program for County employees (including those in the Sheriff’s Office and Correctional Facility) and related on-site training for County supervisory officials and employees. More specifically, the County desires to employ a service provider, with a multi-disciplinary background or resources, who can (at no charge to the employee) provide the following services in accordance with commonly accepted industry or professional standards: A. Provide problem assessment; B. Provide short-term counseling when necessary; C. Provide appropriate diagnosis and subsequent referral to treatment resources located within the community network and/or available as a result of any health care insurance the employee may carry; D. Serve as liaison between the Employee Assistance Program and the treatment network coordinating all client-centered activities; E. On-site Supervisory training - initial training and annual refresher courses - directed toward use of the Employee Assistance Program and addressing issues in the workplace that may involve or necessitate Employee Assistance Programs; F. Provision of reports to supervisory officers and employees with regard to employees in the program, to facilitate the management function, including, if necessary, employee discipline, to the extent allowed under applicable Federal and/or State Law rule and regulation; G. Provide on-site crisis counselling as necessary for all employees. Experience with and special attention for healthcare professionals, law enforcement, corrections and multiple disciplines within Social Services, especially Child Protective Services required. H. Maintenance of a presence at the various Warren County Facilities (there are three (3) main campuses and several off-campus facilities) through the offering of seminars and/or courses and the distribution of flyers, as well as any other cost-effective methods that may be known to the service provider; and I. Providing periodic reports to the Warren County Board of Supervisors concerning the number of referrals made to the Program, number of persons actually served and other similar information, to the extent allowed under Federal and/or State Law rule or regulation.
