The City of Jacksonville is soliciting proposals for the on-demand purchase of FY25- Transit Bus Tires on behalf of the Fleet Maintenance Department. The term of this procurement begins July 1, 2024 and ends June 30, 2025. The City will select items based upon the criteria listed in Section IV that are most advantageous to the City. The City of Jacksonville will be awarding the Purchase Order to one (1) vendor for all tires listed in this Request for Proposal (RFP).

Proposal Form
The proposed price should be for the item listed or an equivalent item of similar quality. The brand names listed are the only brands acceptable for that tire. If the 255 Michelin tire isn’t available, then the next acceptable brand MUST be Toyo. Then complete the line item for the 255 Toyo Tire. It is a requirement that all tires proposed be of Industrial or Professional Grade.
For all proposed items, you MUST list the Manufacturer, Model and part number. Individual unit prices shall include the cost of shipping. No additional shipping fees will be paid. The cost proposal and the Purchase Order amount will not include Sales Tax. However, the vendor must charge 7% sales tax which the City will pay.
Quantity below is an estimate for comparison of proposals. Deliveries MUST be scheduled. To schedule a delivery, please contact Melissa Dean at (910) 938-6501 or email at mdean@jacksonvillenc.gov. Vendor will be paid for actual products purchased at the price stated below. Items will be delivered to 350 C S. Marine Blvd, Jacksonville, NC 28540.
Vendors must complete the Proposal form, sign the Certification and Compliance form in section XIV., and attach Form A with their proposal. Vendors will also be responsible for submitting the remaining required forms in section VI., Attachments to Proposal.
Proposal Submittal Requirements
Vendors may submit their proposals digitally as long as the due date and time requirements are met. If the proposal is submitted digitally, no hard copies will need to be submitted.
If a Vendor chooses to submit a hardcopy of their proposal, submit three (3) hard copies of the proposal. The hard copies shall be enclosed in a sealed envelope marked: “Request for Proposal: FY25 Transit Bus Tires” and delivered to: City of Jacksonville, Fleet Maintenance 350 C S. Marine Blvd Jacksonville, NC 25840.
Proposals are due by 3:00 PM (EST) on May 31, 2024 either via email to jnelson@jacksonvillenc.gov and mdean@jacksonvillenc.gov or by mail.

Any proposal that is submitted after the time stated will be considered non-responsive and will not be considered. If submitting digitally, the Vendor may wish to use the email receipt confirmation to confirm delivery of the proposal.
There will be no pre-proposal meeting. Questions about this proposal must be submitted via email until 3:00 PM May 10, 2024 and will be answered on or before May 17,2024. Questions received will be answered through issuance of an addendum. Questions received after this time will not be answered. Individual meetings with Vendors will not be held due to personnel workload.
