The City of Jacksonville seeks proposals from qualified, interested parties to manage operations of a sports and events complex that is anticipated to open to the public in 2027. It is envisioned that this will be a multi-year contract consisting of an initial period where the selected firm will serve as an advisor to the City as we finalize design of the facility. Subsequently, the role will transition into a start-up function whereby the firm will assist the City in preparing to open the facility for operation. Finally, the selected party will enter an operation and maintenance phase, ensuring efficient and effective operation for the benefit of our community and visitors.
In November 2021, the City purchased 400 undeveloped acres located near the intersection of Western Boulevard (NC 53) and Gum Branch Road to be used for a recreation and sports complex (Attachment A). In 2023, the City engaged a consulting team including McAdams, Sage Design, LS3P, and Victus Advisors to complete a Recreation & Sports Complex Master Plan for the 400-acre site. An initial site concept developed by McAdams as part of the master planning exercise is shown in Attachment B, which includes an outdoor sports complex (nine rectangular fields), an indoor sports and events center (at least eight basketball/volleyball courts, plus meeting space and other flexible event uses), mixed-use development (restaurant, retail, family entertainment, hotel, residential), an outdoor amphitheater, and other outdoor recreation amenities/trails.
