Sealed Bids from qualified Bidders for the construction of the Decatur Pump Station Abandonment, Bid No. FY21-04A will be received, by the City Clerk of the City of Jacksonville, at Jacksonville Youth Center, 804 New Bridge Street, Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on April 7, 2021, at which time they will be publicly opened and read. Sealed bids may also be mailed to the following address: City Clerk, City of Jacksonville, 815 New Bridge Street, Jacksonville, NC 28540, but still must be received by the date and time stated above. Please mark envelope with “Sealed Bid: Decatur Pump Station Abandonment, Bid No. FY21-04A”.
The project includes, but is not limited to, abandonment of the Decatur Sewage Pump Station and installation of approximately 1800 LF of 8”, 14” and 20” gravity sewer main.
Bids will be received on Single Prime contract basis. Bids shall be on a lump sum and/or unit price basis.
Bidding Documents may be examined at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Copies may be obtained from the offices of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
Bid and Contract securities shall be provided in accordance with Articles 10 and 23 of the Instructions to Bidders.
NO WEAPONS: There shall be no weapons or guns allowed on City property or private property you are contracted to work at or on.
BID BOND: Each Bidder must deposit a five (5%) percent Bid Security with his/her Bid.
CONTROLLING LAW: Any agreement, contract, or purchase order resulting from this invitation, request for bid, quote, or request for proposal shall be governed by the laws of the State of North Carolina.
Bidders shall provide proof of qualifications to perform the Work as described in Article 5 of the Instructions to Bidders.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
Bidders must be properly licensed under Chapter 87 of the North Carolina General Statutes.
BONDS: The successful Bidder, upon award of contract, shall furnish a Payment Bond for 100% of the project price; and a Performance Bond for 100% of the project price. A Surety licensed to do business in the State of North Carolina must issue the Payment Bond and the Performance Bond. The Bonds will be executed by the signing of a Power of Attorney by the Surety and will list the Resident North Carolina Agent.
