Thompson Street will be received, by the City Clerk of the City of Jacksonville, at Meeting Room AB, City Hall, 815 New Bridge Street, Jacksonville, NC 28540 at which time they will be publicly opened and read.

This project consists of but is not limited to the realignment of E. Thompson Street which includes adjustment of the greenway, thermoplastic pavement markings, drainage adjustments, as well as curb ramp installation.
Bids will be received on Single Prime contract basis. Bids shall be on a lump sum and/or unit price basis.
Bidding Documents may be examined at the office of the Owner, Transportation Department, Jacksonville Station, 1300 N. Marine Blvd, Jacksonville, NC 28540. Copies may be obtained from the offices of the Owner, Transportation Department, Jacksonville Station, 1300 N. Marine Blvd, Jacksonville, NC 28540. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
SUBMITTAL OF BID
A Bid shall be submitted no later than the date and time prescribed and at the place indicated in the Advertisement for Bids.
Bid shall be enclosed in an opaque sealed envelope plainly marked on the outside with the Project title, Bid number, the name and address of the Bidder and its license number, if applicable. Bid shall be accompanied by Bid security and other required documents.
If the Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate envelope plainly marked on the outside with the notations "BID ENCLOSED", title of the work, Bid number, and name of the Bidder. A mailed Bid shall be addressed to:

Bid and Contract securities shall be provided in accordance with Articles 10 and 23 of the Instructions to Bidders.
The City of Jacksonville will conduct a
Pre-Bid meeting at Jacksonville Station in the Transportation Conference Room, on
Thursday, June 20, 2024 at 10:00AM Eastern Standard Time immediately followed by a site visit.
Bidders shall provide proof of qualifications to perform the Work as described in Article 5 of the Instructions to Bidders.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
Bidders must be properly licensed under Chapter 87 of the North Carolina General Statutes.
