The City of Jacksonville is requesting BIDS for
RFB-Sturgeon City Improvements – 2024 located in Jacksonville, North Carolina:
Description: The City of Jacksonville (CoJ) intends to issue a Contract for the services of a Licensed General Contractor (Contractor) for the construction of parking spaces, asphalt milling and overlay paving, construction of concrete sidewalk, guard rail, new chain-link fence and re-striping of existing paved areas. Work shall take place at the Sturgeon City Civic & Environmental Education Center.
It is the Bidders responsibility to review the bid documents and site conditions in their entirety and provide pricing for the complete Scope of Work. The Bid Form provided includes summary activities and may not include the complete Scope of Work required by the Contract. The price listed on the Bid Form shall include a complete price to provide the work as described by the bid documents. Bidders may submit a Request for Information by the times listed in the bid documents should there be any questions.
Contractors are required to comply with all Manual of Specifications, Standards & Design (MSSD) as published by the City of Jacksonville, NC. City of Jacksonville MSSD can be found at https://www.jacksonvillenc.gov/858/MSSD.

March 21, 2024 at the Engineering Division at Jacksonville City Hall located at 815 New Bridge Street, Jacksonville, NC 28540. There will not be a public bid opening.
The responsibility for submitting bids (including all documents requested herein) is solely and strictly that of the bidder. The CITY is not responsible for delays in the delivery of the mail or delays caused by any other occurrence. Bids received after the time for closing will not be considered.
The CONTRACT DOCUMENTS may be examined and/or obtained at the Engineering Division at Jacksonville City Hall located at 815 New Bridge Street, Jacksonville, NC 28540. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
The City of Jacksonville will conduct a
Mandatory Pre-Bid meeting at
10:00 AM, on
February 14, 2024 at Sturgeon City Environmental Education Center, 50 Court Street, Jacksonville, North Carolina.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner's best interest.
NO WEAPONS: There shall be no weapons or guns allowed on City property or private property you are contracted to work at or on.
BID BOND: Each Bidder must deposit a five (5%) percent Bid Security with his/her Bid.
BONDS: The successful Bidder, upon award of contract, shall furnish a Payment Bond for 100% of the project price; and a Performance Bond for 100% of the project price. A Surety licensed to do business in the State of North Carolina must issue the Payment Bond and the Performance Bond. The Bonds will be executed by the signing of a Power of Attorney by the Surety and will list the Resident North Carolina Agent.
CONTROLLING LAW: Any agreement, contract, or purchase order resulting from this invitation, request for bid, quote, or request for proposal shall be governed by the laws of the State of North Carolina.
