REQUEST FOR PROPOSALS
The Jacksonville Urban Area Metropolitan Planning Organization (JUMPO) is the regional transportation planning organization for the Jacksonville, North Carolina metropolitan area. JUMPO’s website, (www.jumpo-nc.org) serves as a key platform for keeping the general public, as well as federal and state partners updated and engaged in “Transportation projects and program information. Additionally, the MPO is required by law to regularly post planning information such as: public notices, calls for public input, policies and programs, and committee meeting items. The JUMPO website also retains archive records of all the previous documents mentioned and uses direct links for viewing PDF’s. GIS maps and public surveys.
The MPO is seeking Request for Proposals (RFP) from firms for the one-time purchase of professional services to redesign and modernize the existing website using the WordPress content management system (CMS) platform. The MPO will award a contract based on the Selection Committee’s recommendation that is most advantageous to the City. The City of Jacksonville will be awarding the contract to one (1) firm for this Request for Proposals (RFP).
The existing website was initially developed in 2018 and currently utilizes a WordPress Divi theme as its current design. The MPO is seeking a new website design using a customized WordPress theme in order to reach the desired outcome of the website. The website is webhosted via GoDaddy, which will remain in place. The new theme should provide a more visually appealing and engaging layout leading to more user interest, user traffic, and to increase the MPO’s brand awareness and contribute to the growing population of the area.

The selected firm would only be responsible for the redesign of the existing JUMPO website. Once the new design goes “live” and firm provides the proper training for staff to continue to maintain the website, the firm must surrender possession of the website back to the MPO.
Firms may submit their proposals digitally as long as the due date and time requirements are met. Please bookmark your proposal as outlined to assist those who will be reviewing them. If the proposal is submitted digitally, no hard copies will need to be submitted nor a copy of the proposal on a flash drive or CD.
Proposals are due by 5:00 PM (EST) on March 15, 2024, either via email to sadams2@jacksonvillenc.gov or by mail. Any proposal that is submitted after the time stated will be considered non-responsive and will not be considered. If submitting digitally, the firm may wish to use the email receipt confirmation to confirm delivery of the proposal.

If a Firm chooses to submit a hardcopy of their proposal, submit six (6) hard copies of the proposals and one (1) flash drive containing a PDF of the proposal. The proposal needs to be received by the due date and time.
If hand-delivering the Request For Proposal (RFP) hard copies shall be enclosed in a sealed envelope/box marked: “Request for Proposals: - JUMPO Website Redesign.”

There will be no pre-proposal meeting. Questions about this proposal must be submitted via email to sadams2@jacksonvillenc.gov by 5:00 PM (EST)on February 28, 2024 and will be answered on March 4, 2024. Questions received will be answered through issuance of an addendum. Questions received after this time will not be answered. Individual meetings with firms will not be held due to personnel workload.
