The City Council of Jacksonville, North Carolina and the Jacksonville Tourism and Development Authority (hereinafter collectively called the “City”) invites
qualified independent auditors (hereinafter called “auditor”) having sufficient governmental accounting and auditing experience in performing an audit in
accordance with the specifications outlined in this Request for Proposal (RFP) to submit a proposal.

Paper proposals signed by authorized officials will be received by Sabrina Adams, Deputy Finance Director at the City of Jacksonville, Finance Department,
815 New Bridge Street, PO Box 128, Jacksonville, NC 28540 until April 1, 2022 at 2:00pm EST. Envelopes containing proposals should be clearly identified on the
front with the words “RESPONSE TO RFP FOR PROFESSIONAL AUDIT SERVICES”.
Electronic proposals should be submitted to Sabrina Adams, Deputy Finance Director by emailing sadams@jacksonvillenc.gov. Subject line should read
“City of Jacksonville – RFP for Audit Services”. The firm will receive a reply back stating that your email has been received. If you do not receive a reply
email, please contact Sabrina Adams at 910-938-5246.
The Finance Department will review the proposals and make a recommendation to the City Council on April 19, 2022 at which time the contract will be awarded.
After the proposal issue date, all communications between the City and prospective bidders regarding this RFP shall be in writing. Any inquires, requests for interpretation,
technical questions, clarification, or additional information shall be directed to Sabrina Adams, Deputy Finance Director by emailing sadams@jacksonvillenc.gov. Questions
and responses affecting the scope of the services will be provided to bidders by issuance of an Addendum, which will be posted to Bidnet and also shared via email to HUB
vendors and anyone that has provided a notice of intent.
This information will also be emailed to all firms who have submitted their intent to bid and contact information. All questions shall be received no later than 3:00pm, March 18, 2022.
Bidders may not have communications, verbal or otherwise, concerning this RFP with any City personnel or officials, other than the persons listed in this section and the preceding section entitled
“Time Schedule for Awarding the Contract”.
Potential respondents should email sadams@jacksonvillenc.gov to acknowledge receipt of the RFP and to inform the City of its intent to respond according to the time set forth under the section entitled
“Time Schedule for Awarding the Contract”. Provide the name, title, address, telephone and email address of the individual who can address inquiries related to this RFP and the respondent’s proposal.
