Summary of Specifications:
The City of Jacksonville (City) is a municipality of the State of North Carolina with the responsibility for the administration and operation of public transportation services
within the City limits and portions of Onslow County, including Camp Lejeune and Camp Johnson. This public transit system, called Jacksonville Transit, consists of fixed-
route bus service, and is operated by a Contractor procured through a separate procurement.
According to the Americans with Disabilities Act of 1991 (ADA), the entity that is responsible for fixed-route public transit is also responsible for providing ADA complementary
paratransit to persons who, because of their disability, cannot access or use the fixed-route bus system. At a minimum, ADA paratransit is provided where and when fixed-
route public transit services are provided (See Figure 1).
This Request for Proposal (RFP) is to select a Contractor for a turn-key contract with the City to provide ADA Complementary Paratransit Services to the Citizens of Jacksonville.
The City is conducting this procurement to select a Contractor to provide a turn-key contract service that relates to the provision of ADA complementary
paratransit service. This includes ADA paratransit eligibility determination, service registration of customers, reservations, scheduling, dispatch, fielding
phone calls (such as “where’s my ride” calls), operations, road supervision, vehicle maintenance, quality control and performance monitoring; record-
keeping and invoicing/reporting; facility operations; and provision of all vehicles, software and hardware, and communication equipment needed to
provide ADA paratransit service.
Proposer may propose to operate service in a dedicated fashion (with only ADA paratransit customers being transported) and/or in a non-dedicated fashion (with ADA paratransit customers
co-mingled with compatible trips being made by other (non-ADA) paratransit customers from other contracts.
Payment rates shall encompass all services. There were 3,224 total unlinked passenger trips made by ADA paratransit customers in FY2020 and 3,526 in FY 2019. Proposers shall propose a
flat rate per trip for each year of the three-year base term as well as a lump sum cost for the transition period. The base three-year contact term begins on July 1, 2021 with a transition period
to begin June 1, 2021.
The Contractor selected in this procurement must comply with all Federal Transit Administration (FTA) regulations as well as the City of Jacksonville policies and procedures.
The City will provide routine, active oversight to ensure the provisions of this contract are followed.
Note also that the City may make changes in routes and service characteristics in the current system. Such changes may impact where/when ADA paratransit, given its complementary nature,
must be provided. If such changes are implemented during the contract period and materially result in an increase to the Contractor’s cost of providing service, the City would be willing to receive
and consider a supported request for a rate adjustment during the contract period.
The ADA complementary paratransit service area will include a ¾ mile buffer around all Jacksonville Transit routes. Please refer to Figure 1 for complete details. As shown on the map,
it is important to note that the ADA paratransit service area follows the Jacksonville Transit routes which provides service throughout the City and portions of Camp Lejeune and Camp
Johnson (military installations which require security clearances to enter the facility). The arrangement of such security clearances are the responsibility of the Contractor.

The City reserves the right to alter the schedule of events or any portion of this RFP. The City will notify all Proposers of changes in writing through the
issuance of written addendums.
Sealed RFPs shall be submitted to Deanna Trebil, MPO Administrator, 815 New Bridge Street, Jacksonville, NC 28540, by 5:00 PM EST on April 1, 2021 in order to be
considered responsive. Envelopes should include the following title: “RE-BID RFP – FY 22 ADA Complementary Paratransit Services.” Late Proposals will be returned to the Proposer.
The designated City representative for questions relating to this Request for Proposal is Deanna Trebil, MPO Administrator. Proposers must deliver all communications in
connection with this RFP by email to dtrebil@jacksonvillenc.gov, without copying any other City officer, employee, representative, agent, or consultant.
The City reserves the right to issue a written Addendum to this RFP to all prospective Proposers. The City may change any oral interpretations, responses, or clarifications to this RFP
made by any City employee, or other representative, at any time.
