The City of Jacksonville and Jacksonville Transit are soliciting qualifications from qualified Firms to assist the City through the Categorical Exclusion and National Environmental Protection Act (NEPA) requirements and ensuring Section 106 is met with historical archaeological and architectural survey work for three locations within the City of Jacksonville. The locations are Project 1: Jacksonville Station Phase II, Project 2: Downtown Transfer Station, Project 3: Piney Green Shopping Center, Project 4: Crestfield Point Apartments, and Project 5: Merchant Drive. In accordance with Section 106 of the National Historic Preservation Act of 1966 and related laws. The selected consultant will guide the City through the Section 106 process described in 36 CFR Part 800, which includes a four-step process: Initiate Section 106 Process; Identify and Evaluate Historic Properties; Assess Adverse Effects; and Resolve Adverse Effects. The consultant is responsible for all work, services, and documentation necessary for final approval by the Federal Transit Administration (FTA).
Professional Firms must meet the Secretary of Interior’s Professional Qualification Standards as defined and officially adopted in 1983 (48 FR § 44716; 54 USC § 306131, 36 CFR § 800.2(2)(1) and (3)) and Secretary of the Interior’s Historic Preservation Professional Qualification Standards as expanded and revised in 1997 (62 FR 33708) but not formally adopted.
The City will select a Firm to negotiate a contract using a Qualifications-based selection process. Selections will be based on demonstrated experience and expertise, as established herein with the evaluative criteria. Once a Firm has been selected, negotiations will commence to finalize a scope of work and a price during the Final and Best Offer period.

Firms may submit their Statement of Qualifications (SOQ) digitally if the due date and time requirements are met. Please bookmark your SOQ as outlined to assist those reviewing it. If the SOQ is submitted digitally, no hard copies will need to be submitted, nor will a copy be required on a flash drive or CD.
If a Firm chooses to submit a hard copy of its SOQ, submit six (6) hard copies of the proposals and one (1) flash drive containing a PDF of the proposal. The SOQ needs to be received by the due date and time. The hard copies shall be enclosed in a sealed envelope/box marked: “Request for Qualifications – Historical Archaeological and Architectural Surveys” and delivered to: City of Jacksonville, Attn: Chris Coursey, P.O Box 128., Jacksonville, NC 28540.
SOQ packages are due by 5:00 PM (EST) on February 28, 2025, via email to ccoursey@jacksonvillenc.gov or by mail. Any SOQ submitted after this time will be considered non-responsive and will not be considered. If submitting digitally, the Firm may wish to use the email receipt confirmation to confirm delivery of the RFQ.
There will be no pre-proposal meeting. Questions about this proposal must be submitted via email by 5:00 PM on January 24, 2025. Questions received will be answered through the issuance of an addendum. Questions received after this time will not be answered. Individual meetings with Firms will not be held due to personnel workload.
The City of Jacksonville reserves the right to reject any and all submittals.
