The City of Jacksonville is soliciting Requests for Qualification (RFQ) to solicit proposals from qualified Firms to provide on-call professional civil, structural, mechanical, electrical engineering; geotechnical and/or construction materials testing, architectural and/or surveying services to the City. The selected Firm(s) shall provide some or all of the scope of services listed in Section III and the submitted proposals shall identify which discipline(s) the Firm can provide. The professional engineering services required would be for an on-call and as needed basis for a three-year term beginning July 1, 2024. At the sole discretion of the City, one or more Firms may be selected and awarded contracts under this RFQ.
The City will select Firm(s) with which to negotiate contracts using a Qualifications Based Selection process. Selections will be based on demonstrated experience and expertise in architecture; surveying; water and wastewater; streets and roadways; transportation impact analysis; stormwater systems; geotechnical engineering, construction materials testing services and parks and recreational facilities to include areas of planning, design, contract administration, testing and construction inspection. Successful project execution also includes the ability of the Firm to work in partnership with City staff, management, and other consultants and contractors who may be part of a project and the ability of the Firm to respond in a timely manner to any issues that may arise.
The intention is that the Request for Qualifications (RFQ) process will result in the execution of a master agreement (contract) and supplemental agreements (task orders) between the City and an unspecified number of Firms. The number of Firms will be determined by the City after the RFQ process is completed.
The contract length is for a time frame of three (3) years beginning July 1, 2024. However, the City reserves the right to cancel the On-Call Professional Engineering Program (Program) at any time and create a new Program as needed. Selected Firms that do not meet the City’s performance expectations, routinely decline opportunities to participate in projects offered through the Program or lose significant internal expertise submitted with the original RFQ response may be removed from the Program.

Proposal Submittal Requirements
Submit eight (8) hard copies of the proposals and one (1) CD or flash drive containing a bookmarked PDF of the proposal by 5:00 PM on March 08, 2024 in the Engineering Division of Jacksonville City Hall, located at 815 New Bridge Street, Jacksonville, NC 28540. Proposals submitted must be bound and tabbed, allowing easy access to each individual section. Emailed PDFs cannot be accepted as we anticipate that the file size will exceed our file size limitations.
The proposal package shall be enclosed in a sealed envelope/box marked: Request for Qualifications – On-Call Professional Engineering Services and delivered to: City of Jacksonville, Attn: Roy Bredahl, 815 New Bridge Street, Jacksonville, NC 28540.
There will be no pre-proposal meeting. Questions about this proposal will be accepted until 5:00 PM on February 02, 2024. Questions received after this time will not be answered. Individual meetings with Firms will not be held due to personnel workload.
