Summary of Specifications:
The City of Jacksonville is soliciting proposals from professional engineering Firms for special inspection and construction materials testing services for Jacksonville Station. The word "Firm", "Testing Laboratory", and "Laboratory" are used interchangeably all having the same meaning as the one key agency responsible for Construction Materials Testing and Special Inspections.
The 2018 North Carolina Administrative Code and Policies 107.5 states that special inspections required by the NC Building Code or the building inspector shall be performed by a North Carolina registered design professional or an inspector under his responsible charge. As such, the City is utilizing a Qualifications Based Selection process for this solicitation.
Selection will be based on demonstrated experience and expertise in special inspection and construction materials inspection. The City also believes that other important traits for successful project execution are the ability of the Firm to work in partnership with City staff, management, and other consultants and contractors who may be part of the project and the ability of the Firm to respond in a timely manner to any issues that may arise.
The Firm will be required to provide special inspection and construction material testing services which includes but is not limited to testing of concrete, aggregates, asphalt, soils, and other various general laboratory material tests per American Society for Testing and Materials (ASTM) standards. Services shall consist of performing inspections, taking site samples, measurements, conducting laboratory testing and furnishing various reports on materials testing results in accordance with the contract documents.
The City has issued a contract for the construction of Jacksonville Station, a new bus transit facility with an approximately 15,000 square foot transit/administration building and associated bus unloading/loading area. This new facility will be located at the intersection of E. Thompson Street and Marine Boulevard. The City did select to strengthen the Transit/Administration wing as indicated in the drawings. Additional design efforts are underway to also strengthen the Transit/Operations wing, bringing the entire building to a Building Category IV. We anticipate the contractor beginning work around July/August 2020 with a 15 month construction schedule.
PROPOSAL SUBMITTAL REQUIREMENTS
Submit six (6) hard copies of the proposals and one (1) CD or flash drive containing a PDF of the proposal by 5:00 PM on May 22, 2020 in the Transportation Department of Jacksonville City Hall, located at 815 New Bridge Street, Jacksonville, NC 28540.
The proposal package shall be enclosed in a sealed envelope/box marked: Request for Qualifications – Special Inspection and Construction Materials Testing Services for Jacksonville Station and delivered to: City of Jacksonville, Attn: Deanna Trebil, 815 New Bridge Street, Jacksonville, NC 28540.
The City of Jacksonville reserves the right to waive any informalities, to reject any or all proposals and to accept that Proposal or Proposals which appear to be in the Owner's best interest.
