The North Carolina Army National Guard anticipates awarding multiple award BPAs (Blanket Purchase Agreement) for catered meal services. The intent is to have a BPA holder act as a liaison between the Government and the approved feeding establishments. BPA holders will coordinate feeding with, and make payments to, the establishments. They will ensure soldiers across approximately 150 armory locations are fed and subcontractors receive payment in a timely manner. The BPA holder is able to request establishments be added to the list, but the Government must inspect and approve. Each BPA holder will be primarily responsible for the armories located in their region, but may be asked to handle back-up BPA calls from other regions if needed. These services will be required to support monthly inactive duty training events and annual training exercises. BPA Calls will be issued for the entire meal cost as a FFP; all prime vendor fees are to be included in the standardized price list, with total meal rates NTE the annual BDFA (basic daily feeding allowance) rates provided by National Guard Bureau. This rate is treated similar to the GSA Per Diem rates. The Government is guaging interest and requesting feedback on this future requirement. The majority of BPA calls will consist of Soldiers going to the restaurant to eat with a pre-approved set of meal options or max rate. Far less common are catered events at the Soldiers' location. The BPA holder may need to demonstrate the ability to pay vendors upfront while waiting for the Government to process payments after feeding events.
