Specifications include, but are not limited to: The professional services required by the CITY for this project are to be completed in general accordance with the following scope of services. The final scope of services will be negotiated with the selected firm. The following major tasks are expected to be included in the final scope: A. Review current city land use regulations, policies, and general ordinances pertaining to parking and consider any prior studies or efforts; B. Evaluate existing conditions and the built-environment relative to public parking; C. Solicit and receive input from property and business owners, residents, city officials, and the public on current and anticipated parking needs; D. Develop a strategy that contains both short (1-4 years) and long-term (5-10 years) recommendations to: 1. update or amend parking-oriented codes and policies; 2. promote the use of existing underutilized parking areas; 3. increase access to public parking; 4. ensure adequacy of parking spaces accessible to people with disabilities; and 5. locate sufficient public electrical vehicle (EV) charging spaces for anticipated increase in EV use. E. Prepare and present a final report detailing findings and conclusions.
