This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is reserved for small business concerns. This combined synopsis/solicitation is issued as a Request for Quotation under solicitation number W50S87-22-Q-5053. The North American Industry Classification System (NAICS) code 212319 has a size standard of 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.

Price must include delivery/offload in each line item to 38268 Prime Beef Blvd., New London, NC 28127. FOB Destination. Delivery within 60 calendar days of contract award. Delivery date/time will be coordinated once contract is awarded. Delivery of all materials will be placed in the designated area in a neat and organized manner not blocking any road access at any time. Contract awardee is to provide delivery tickets confirming quantities are correct (as close as possible) for CLINs 0001 and 0002.
Evaluation – As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible vendor whose quote, conforming to this request for quote, will be most advantageous to the Government, considering only price.
Late submissions: The Government will not consider any quote that we receive after the deadline unless we receive it before we award a contract, considering it will not delay our purchase, or consideration of the quote is otherwise in the best interest of the Government.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States , or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor ’s directly pertinent records involving transactions related to this contract .
(2) The Contractor shall make available at its offices at all reasonable times the records, materials , and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract . If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data , regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
