Specifications include, but are not limited to: Provide staff for daily operations at both ranges. Operate both ranges strictly according to safe gun handling and shooting practices. Prepare safety manuals for both sites to operate by. Ensure that staff is trained on safe gun handling practices and can demonstrate these to the general public. Operate both ranges according to NRA Best Practices for Range Operations. Promote the safe use of firearms to all individuals and especially to children and young adults. Develop programs and events that will utilize both ranges and provide shooting opportunities for all ages and genders. Operator will possess all local, state and federal firearms licenses required for operations of a range facility, firearm repair and firearm sales at the site. Operator will develop a range website for informational purposes, scheduling, and questions about operations at the site. Operator will develop a lead mitigation plan for the indoor range and work with the Rockingham County Sheriff’s Department on lead mitigation at the outdoor range site. Operator will develop an operational budget for each Fiscal Year and make available to the Board of Commissioners for their review. As part of the operations budget, the Operator will provide for utilities, internet access, building upkeep and maintenance, site upkeep and maintenance, cleaning of indoor facility, stocking of supplies for indoor and outdoor facility, reserves to perform the safe removal of lead from the site. Operator shall provide an operations plan for both facilities along with plans for marketing, advertising, event planning and scheduling, emergency procedures, and general overview of site operations.
