The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with 10X Genomics, INC., 6230 Stoneridge Mall Road, Pleasanton, CA, 94588-3260; UEI# D1NLDEZ14TV5; pursuant to FAR 13.106-1(b)(1)- Only One Responsible Source.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
10X Genomics is the original equipment manufacturer. 10X Genomics Chromium instrument is used to perform single cell gene expression experiment by analyzing mRNA level in single cells derived from patient blood and bone marrow samples. The Chromium allows study of gene expression at the single cell level. 10X Genomics manufacturing operations are regulated by the Current Good Manufacturing Practices (cGMPs) as mandated by the Food and Drug Administration. This equipment is used to grow primary cellular material as part of the manufacturing process. The device is highly specialized. Genomics Chromium Instrument determine gene expression on single cells isolated from patient blood and bone marrow specimens and is recommended and validated for Department of Laboratory Medicine quality-controlled processes. To use another, make or model will result in an extensive revalidation of testing procedures which would attract cost for the government.
