Specifications include, but are not limited to: The purpose and intent of the Request for Proposals (RFP) is to solicit proposals from qualified organizations for start-up funds to support the creation of a community-accountable brick-and-mortar grocer in Northeast Central Durham, NC. The market is intended to reduce the challenges of food apartheid (racially discriminatory policies and structures that impact food access and control) and food insecurity in Northeast Central Durham, as well as support efforts to increase economic security for currently and historically marginalized populations, especially individuals that identify as Black, Indigenous, and People of Color (BIPOC), women or femme identifying genders, immigrants/refugees, formerly justice-involved people, and low-income. To accomplish this goal, the market shall: • Sell safe, quality, nutritious foods, including fresh produce, and other household goods at a fixed location in Northeast Central Durham, • Pilot the Durham County Double Bucks Program as a brick-and-mortar grocer, • Hire leadership and staff that are representative of Northeast Central Durham and ensure worker dignity, • Procure at least 10% of fresh foods from within Durham’s regional food system (less than a 400-mile radius), focusing on BIPOC producers.
