The Scope of Consultant’s Services, as currently envisioned by the City, may include, but not be limited to, the following potential areas of work. Consultants are requested to highlight their expertise and experience in these and related areas pertaining to water and wastewater services. Professional services to be provided by the selected firm(s) may generally be as follows: 1. Conduct an environmental assessment in compliance with HUD requirements. 2. Location and mapping of existing systems and surrounding features by conventional, GPS, and unmanned aerial surveys, including but not limited to, roadway, pedestrian features, storm drainage systems, public and private utility systems, right-of-way and property lines, traffic control systems and devices as necessary for the completion of the various phases of the project. 3. SUE services to identify all existing utilities and services including potential conflicts. 4. The design of the sewer system extension, including, but not limited to, materials, dimensions, pumps, plant improvements, and processes. 5. Design of sewer pipe means and methods, including construction schedules to be the least impactful on adjacent property owners. 6. Design and construction sequencing of trench and pavement replacement of impacted streets, including boring. 7. Design of potential aerial sections for stream crossings. 8. Design of stormwater / streams and other conveyance systems impacted along the expansion corridor. 9. Develop easement plats, legal descriptions, and deeds for expansion lines as necessary. 10. Develop appraisals and negotiate easement acquisitions with impacted property owners. 11. Prepare all necessary applications to secure required encroachments, permits, and approvals as required by final design by NCDOT, NCDEQ, HUD, NC Railroad and Norfolk Southern if applicable, and other permitting agencies.
