Specifications include, but are not limited to: The City of High Point, on behalf of the High Point Transit System (HPTS), is requesting proposals from firms for the development of a Short Range Transit Plan (SRTP). The purpose of this RFP is to provide HPTS with the services of a professional transportation consultant to: • Review and evaluate the operations and performance of its fixed route transit system – to include possible expansion and/or contraction of routes and service areas to ensure optimum efficiency and service to our customer base; • Review and evaluate the operations and performance of its demand response and ADA complementary paratransit service; • Review and evaluate overall operations functions – from staffing to cost-effectiveness to record-keeping to customer satisfaction, etc. to ensure the HPTS is moving towards operating at peak efficiency and effectiveness; • Evaluate the feasibility and viability of introducing a Demand-Responsive, techenabled MicroTransit service to supplement, expand, and/or replace certain elements of the fixed route operations; • Evaluate the unique nature and relationships between various transit agencies and operations in the Piedmont Triad and how HPTS can find synergies and opportunities to work together with the Guilford County Transportation Task force to leverage our strengths to develop a better sense of “Transit Regionalism” with our adjoining Triad communities. Specifically, the outcome of this evaluation will provide HPTS with a detailed report on the performance of its existing system, identify areas and opportunities for route improvement (expansion or contraction) and optimization, and identify and prioritize areas in the community where modified or expanded fixed route and/or MicroTransit services could enhance citizen access to jobs and other community places/services.
