REFERENCE Warren County Schools – Architectural/Engineering Services – Warrenton, NC. NEMA Management is seeking qualifications and proposals on behalf of the project owner, Warren County Public School System (WCPSS), for design team members to review the central campus master plan. We are also seeking qualifications for the design of a major renovation and addition to convert existing Warren NewTech School into a consolidated new elementary school. BACKGROUND Warren County Schools currently has 7 active school buildings and 1 closed school building. The Warren County Board of Education has expressed a desire to consolidate all students for Elementary, Middle and High Schools onto the existing campus located off of Hwy 158 Bypass. That campus currently has Warren County High School, Warren County Middle School and Warren County New Tech School. Warren County Board of Education has expressed a desire to create a new state of the art High School as a part of this consolidation process. Warren County has been awarded a $30,000,000 grant for funding through the Department of Public Instruction’s Needs-Based Public-School Capital Fund. Phase 1 of the Master plan is to convert the existing New Tech school into an elementary school. Future phases will include the evaluation and renovations of the existing middle and high schools on campus. INSTRUCTIONS The purpose of this Request for Qualifications (RFQ)is to determine the interest of qualified firms and to provide a selection process for WCPSS. Project will include feasibility study of proposed Master plan, renovate/addition to New Tech high school for conversion to Elementary school. Responses to this Request for Statement of Qualifications will be received at the time and location designated within, and shall include the information requested hereafter. Responses received after this time will not be considered. It is the intent of this solicitation process to fully comply with G.S. 143-64.31 for the procurement of architectural and engineering services, to announce all requirements for said services, to select firms qualified to provide such services on the basis of demonstrated competence and qualification for the type of professional services required without regard to fee other than unit price information at this stage, and thereafter to negotiate a contract for those services at a fair and reasonable fee with the best qualified firm. If a contract cannot be negotiated with the best qualified firm, DPS shall terminate negotiations with that firm and initiate negotiations with the next best qualified firm. Selection of a firm shall include the use of good faith efforts by WCPSS to notify minority firms of the opportunity to submit qualifications for consideration by WCPSS. WCPSS reserves the right to waive technicalities and informalities and, at its sole discretion, to reject any and all responses to the RFQ. PROJECT SCOPE Initial Scope of Services shall include but not be limited:
● Master Plan Study of Central, Hwy 158 Bypass Campus for feasibility.
● Assess best use of existing school buildings/properties to achieve the School Board’s growth and consolidation goals.
● Warren County New Tech High School (Renovations/Additions for conversion to Elementary):
○ Survey building for existing conditions
○ Outline deficiencies, deferred maintenance, or code compliance issues
○ Provide strategy to address and update any deficiencies and maintenance issues
○ Map out existing space / programmatic allocations
○ Determine future needs of space/program based on growth and consolidation goals
○ Provide concept/programmatic design to modify existing to accommodate future needs and consolidation goals
○ Provide cost estimates / budgets
○ Provide project schedule
○ Providing full design for required renovations and additions for permitting and construction in accordance with all applicable state and local guidelines. Design shall include Schematic Design, Design Development and Construction Documents. Provide Construction Administration and associated project support to construction completion.
○ Present plans to School Leadership. Warren County Schools intends to procure civil engineering services directly. We are looking for the architect to include sub consultants for structural, MEP & FP, interior design, food service, low voltage and landscape architecture.
